The Chamber of Private Enforcement Agents of Kosovo (CPEAK), in collaboration with the Center for International Legal Cooperation (CILC), has marked a historic moment for the justice system in the country by launching the Electronic Management System for Enforcement (EMS). This major step aims to fully digitize enforcement processes, significantly increasing efficiency, transparency, and accountability in the work of private enforcement agents.
"In his speech, the President of the Chamber, Mehdi Reshani, emphasized the unwavering commitment of the Chamber to modernize its services. 'We as a Chamber are committed to implementing changes for the advancement of the enforcement system as best as possible. We will overcome all barriers together to further develop the private enforcement system and to continuously advance it,' stated Reshani, confirming that this is only the beginning of the reforms."
This innovative system is the result of many years of work and close cooperation with international partners, especially with the support of the Government of the Netherlands. Zlaty Mihailova, Project Director for Strengthening Enforcement in the Balkans, and the Ambassador of the Kingdom of the Netherlands in Kosovo, Karin Boven, praised the launch as a key achievement for strengthening the rule of law, emphasizing that the project aims to improve the implementation of civil court decisions in the region.
The Ministry of Justice has also welcomed this development. Feride Podvorica, Director of the Legal Department at the ministry, stressed that the new system builds a bridge of trust between citizens and the justice system. 'This is a step forward towards building an efficient, transparent, and reliable system that not only helps enforcement agents in their work but also increases accountability and citizens' trust,' affirmed Podvorica.
The launch of this system is expected to significantly ease the work of enforcement agents and improve citizens' access to justice.
