Constructive Meeting: The Chamber and the Treasury Agree to Deepen Cooperation and Institutional Coordination

At the meeting, the Director of the Treasury, Mr. Nysret Koca, announced that the institution he leads has received an extremely high influx of enforcement orders this year, the vast majority of which come from the offices of private enforcement agents. This volume, combined with the limited number of staff, has created challenges in executing cases within an optimal timeframe.

Another issue raised was the need for the unification of case numbers, as the use of the same numbers by different enforcement agents causes technical problems in the Treasury's system..

"Starting from August 1, 2025, enforcement offices will have the opportunity to directly contact the Chief Financial Officers (CFOs) of budgetary organizations via email. This new mechanism will enable enforcement agents to verify the status of cases, track transactions, and prevent the initiation of duplicate cases.

Addressing complaints about delays, Director Koca assured that every enforcement order is treated equally and processed in the order it is received for each budgetary organization. He explained that the current delays are a consequence of the large volume of work and not of any preferential treatment. On his part, the President of the Chamber of Private Enforcement Agents, Mr. Mehdi Reshani, expressed the full readiness of the Chamber to deepen cooperation and to address all the concerns raised. He emphasized that the Chamber is committed to facilitating the execution process within the most reasonable timeframe, always prioritizing respect for the law and the interests of the citizens.

The meeting concluded on a constructive note, with the Director of the Treasury thanking the representatives of the Chamber and reaffirming the Treasury's commitment to execute all final orders, notifying the enforcement bodies in special cases where budgetary organizations do not have sufficient funds.
